Why would a government regulatory body give money to consumers?
The reason is simple: Apart from being a regulatory body, the RBI also works towards the country’s economic development, and a country can’t really grow if the investments of its people aren’t in stable hands.
Therefore, RBI’s specialised division, the Deposit Insurance and Credit Guarantee Corporation (DICGC), insures investors’ principal and interest up to rupees 5 lakhs per bank.

For more information one can refer to RBI’s guidelines on the same.
